The Engineer is responsible for providing excellent service to our customers, shareholders and employees by providing technical support and service to the public water systems owned and/or operated by the Company. Primary functions include supporting the annual capital improvement program, supporting developer extension activity, and operating the GIS and hydraulic simulation software systems employed to properly maintain and store the Company’s electronic records. The Engineer has primary responsibilities in the following areas:
Design, coordination, and implementation of water utility infrastructure projects, as assigned.
Complete planning/design/processing/contract negotiation of water main and services associated with new water main projects for private, state and municipally funded projects.
Development and deployment of digital distribution system maps and records (horizontal assets) to engineering staff, superintendents, field service representatives, and customer service representatives using ArcGIS software.
The Engineer performs a variety of duties. Tasks include but are not limited to the following:
Develops plans, specifications and cost estimates for bidding water distribution system and/or facilities capital projects, either independently or as part of a project team.
Perform construction management duties for capital projects, to include coordination with contractors and division personnel, verification of conformance to plans and specifications, change order and pay application development and review, and occasional inspection of construction work.
Following established Company practices and policies, coordinate with Division employees and outside developers and individuals relating to water system extension inquiries, review and approve pre-construction engineering submissions, write letters of availability, prepare main extension cost estimates, provide administrative and technical oversight to confirm compliance with specifications, project contract closeout, ensure that all required field and financial documentation is provided, coordinate with field service to provide inspection, and integrate as-built data into GIS database
Assist with creation and management of Company water distribution systems GIS data.
Coordinate with Operations for data collection necessary to create or update Company distribution maps and electronic files.
Training and demonstration of ArcGIS software to Superintendents, field service representatives, customer service representatives, and others.
Maintain and operate hydraulic simulation models of Company water distribution systems.
Perform special projects as assigned.

Bachelor’s Degree in Civil or Spatial Engineering required.
P.E. registration or the ability to become registered within two year of employment is preferred.
Demonstrated knowledge of application and principles of professional water works practice and familiarity with materials and methods used in the operation and maintenance of water distribution facilities.
Highly proficient in ESRI ArcGIS.
Highly proficient in Microsoft Office.
Knowledge of Hydraulic Modeling and Design.
Good customer service and communication skills with both internal and external contacts.
