This is a senior executive mandate, with responsibility for providing leadership and technical support to Metrolinx's $43-billion (CAD) Capital Program. Reporting to the Chief Capital Officer (CCO), and sharing leadership responsibility for the entire Capital Program, with a focus on delivering the Regional Express Rail (RER) Program, you’ll also provide hands-on program leadership, be directly involved in addressing critical issues and problems as they arise, and support the CCO on industry and technical affairs.
As EVP, Capital Delivery, you’ll play a leading role in Metrolinx's corporate and construction safety programs, and act as hands-on Program Manager or Project Manager on projects and programs ranging from several hundred million to several billion dollars in value. You strive continuously for operational excellence and will be instrumental in developing corporate strategic objectives, support business plans for Capital Program delivery, represent RER in legal and financial issues, contractual matters, public safety, and related issues related to design and construction, and participate actively in regulatory compliance and risk management activities.
A champion of fiscal prudence and cost effectiveness, you’ll oversee, and participate in, the development and administration of the Division’s annual budget, approve major expenditures and contracts, review and consolidate budgets of reporting directors and managers, identify value-enhancement opportunities, and ensure that project and program safety, cost, schedule, quality, risk and stakeholder targets are met.
You are a transformational leader with a degree (preferably at the advanced level) in Engineering or Business, or an equivalent education and work history. You bring 15+ years’ experience in progressively more senior roles, with a track record of success in developing corporate strategy and leading the provision of services to the public. An experienced project and program manager, you have led major infrastructure projects, ideally within the transportation industry, including transportation, engineering, design and construction management as applied to structures, roadways, facilities and related transportation projects.
Your strengths in team and people management will enable you to manage groups of in-house and contract planning, engineering and construction personnel, provide coaching and mentoring, manage performance, promote employee engagement, and proactively build technical and leadership capacity within the organization. A professional background in both the public and private sectors would be advantageous, as you work to engage diverse stakeholders, from the public to municipalities and elected officials, and build positive relationships with key partners such as CN, CP, consultants and contractors.
