The Port Department is looking for a Manager, Intermodal Rail Development, to join their team! Reporting to the General Manager, Port Rail Program, the selected candidate will be responsible for providing expertise about the rail industry, establishing and maintaining relationships with rail freight carriers and other stakeholders, developing and implementing intermodal strategies to improve port access and efficiency, and growing the Port’s intermodal and rail freight business. The selected candidate will be responsible for the following: * Developing and maintaining knowledge about current rail freight industry market forces and trends, including changes in rail services offered to the Port’s terminal operators, changes in strategy/focus among major freight carriers, intermodal activities at competing ports, and emerging trends and new technologies in intermodal transportation; * Developing and maintaining regular professional contacts with railroads serving the Port (Conrail, CSX, and NS) to deepen the relationship between freight carriers and the Port Authority; * Developing and maintaining relationships with terminal operators; develop and maintain relationships with potential users of rail, including shipping lines and beneficial cargo owners; work closely with the Port Department’s Business Development & Customer Relations Division in support of increasing shipping line and terminal operator utilization of intermodal container throughput; * Monitoring legislative and regulatory changes as they apply to intermodal and freight rail issues, including issues in front of the Surface Transportation Board; provide policy, planning, and analytical expertise for the port’s intermodal programs; * Developing intermodal strategies and policies to meet future port development needs; create strategically focused initiatives and recommend programs to improve intermodal systems and port access; * Coordinating port and regional roadway/rail improvements with agency and inter-agency staff, identify and pursue opportunities for third-party funding for rail freight projects within the Port, including federal, state, and local loan and grant funds; manage agreements with railroads, including existing operations and maintenance agreements; * Other projects as assigned.
JOB REQUIREMENTS: Qualified:
Candidates must present the following qualifications to be considered eligible for this position: * A minimum of five years’ experience in the railroad industry with Class I or short-line rail. Relevant experience may include working directly for a rail freight carrier, managing logistics for a major industrial company, or managing a port’s rail/intermodal program. * Bachelor’s Degree or higher in Transportation, Logistics, or related field from an accredited college or university Desired:
Ideal candidates will present the following profile: * Demonstrated experience with and understanding of rail operations, logistics and supply chain management, and the business needs of rail freight carriers. * Demonstrated experience in recommending and implementing courses of action on major policy issues relating to rail freight and intermodal transportation at ports. * Ability to develop and maintain solid working relationships with a wide range of external and internal stakeholders, including senior-level management, operations staff, legal counsel, and regulatory agencies. * Superior oral and written communication skills, with demonstrated experience working effectively as part of a multi-disciplinary team. * Strong analytical, problem-solving and decision-making skills, and the ability to present findings in a clear, concise manner.
