SCOPE OF POSITION: The Executive Director is responsible for aiding in defining, planning and managing projects in which the Plymouth Growth & Development Corporation’s (PGDC) is involved. Responsibilities include overseeing the parking program, coordinating efforts to increase parking in the downtown/waterfront areas of Plymouth, managing the finances of Park Plymouth as well as projects undertaken and properties acquired by the PGDC, negotiating agreements and preparing RFPs and grant applications, and making presentations to Town board and committees and the general public regarding the objectives and accomplishments of the PGDC. Works in collaboration with the Board to define parking needs within the Town and takes the lead on developing and updating a Parking Management Master Plan which looks to the future and to the need for additional means of making it convenient for people to visit Plymouth
Represents the PGDC in planning and economic development forums addressing the role of various modes of transportation including buses, rail, and bicycles as well as private vehicles
Reaches out to organizations, government agencies and parking authorities in other towns regarding parking and transportation solutions
Oversees the management of the Park Plymouth program and its staff including recruiting, hiring and disciplining
Responsible for maintaining an updated employee manual and employee job descriptions
Coordinates with the Parking Operations Manager on the implementation of technology improvements and on third-party contracts related to the collection of parking fees and fines
Ensures compliance with privacy and security related regulations
Negotiates agreements and contracts
Prepares RFPs in accordance with prevailing procurement laws
Recommends improvements in operations, regulations, and programs in response to Town needs; alerts board members to problems and recommends corrective action
Ensures compliance with PCI regulations
Recommends revenue enhancements to the Board and implements same in coordination with the Operations Manager
Coordinates with Town officials and Town Departments on parking related activities to ensure the utmost collaboration and success of PGDC projects
Takes the lead on setting agendas for PGDC meetings
Responsible for the financial administration of the organization
Ensures timely payment of expenses in accordance with Board policies
Prepares and submits annual operating/capital budget recommendations for approval by the Board
Responsible for overseeing insurance contracts, property leases, maintenance contracts
Works in collaboration with the Treasurer of the Board of Directors
Coordinates the submission of financial reports to the Board and completion of annual audits conducted by an independent auditing body
Works in close collaboration with consultants, OPMs and contractors on the design and construction of future parking structures on behalf of the PGDC to ensure successful, timely completion of projects and in line with budget projections.
Oversee the maintenance and upgrade of the PGDC’s current and future parking lots and structures in coordination with the Town of Plymouth.
Investigates and pursues grant funding opportunities for financing expanded parking and alternative transportation options.
Oversees the implementation of new programs to improve parking in the Town, including planning for and implementing new technologies and policies
Prepares presentations on behalf of the PGDC for meetings with governmental bodies and the public
Serves as the key public relations influence in promoting the parking program and keeping the public and governmental agencies informed on the activities of the Board
Maximizes the use of on-line technologies and media as communication tools
Sets up public meetings to ensure public engagement and awareness of PGDC projects
Answers all correspondence related to operations of the parking program and any request for public information in accordance with prevailing laws
Monitors the development of private residential/commercial projects in PGDC’s jurisdiction and evaluates their impact on Plymouth’s current and future parking space inventory
Communicates with Plymouth boards and committees regarding decisions that impact parking
Assumes an active role in implementing the parking provisions specified in the Massachusetts General Laws; the parking rules and regulations adopted in the Town of Plymouth; the Parking Citation Appeal Procedures adopted by PGDC/Park Plymouth; and general administrative procedures set forth under Massachusetts General Law
Attends PGDC meetings and provides reports on findings in a format suitable to the PGDC Board of Directors
Any additional duties as required to ensure operational success of Plymouth Growth & Development Corporation’s goals and objectives
8 or more years of parking experience
8 or more years of managerial experience
8 or more years of budget and financial management experience
8 or more years of procurement and project management experience
Minimum of a Bachelors Degree or equivalent experience expected in a relevant field
Excellent communication, organizational skills, writing and speaking abilities
Successful proposal and grant writing experience
Demonstrated leadership ability
Reliable, dependable and flexible
High level of integrity
Must be a self-starter, assertive, enthusiastic, results driven and self directed
Strong interpersonal skills and works in a collaborative manner
Ability to easily establish and nurture relationships
Experience hiring and disciplining staff

Must be able to independently perform the aforementioned responsibilities
Must be proficient in the use of computer software such as MS Office
Must have a familiarity with open meeting, public record requirements, and 30B procurement laws
Subject to CORI background check as well as drug and alcohol testing.
$90,000 to $120,000 depending upon qualifications and experience plus health and dental care options.
About Plymouth Growth and Development Corporation
Park Plymouth manages the free and paid public parking spaces in the downtown-waterfront areas of Plymouth and in North Plymouth. Park Plymouth manages these areas for the Plymouth Growth and Development Corporation (PGDC) in accordance with a Memorandum of Agreement with the Town of Plymouth, MA.
The PGDC is a public corporation established for the Town of Plymouth by an act of the Massachusetts state legislature. The corporation is managed by a seven-member volunteer Board of Directors appointed by the Plymouth Board of Selectmen. All members of the Board are Plymouth residents, and a majority are property or business owners within the area managed by the Board. Members of the Board have backgrounds in finance, real estate, business management, planning, tourism and local government. All members of the Board are concerned with economic development in support of residents, businesses and tourism in Plymouth.
