The City of Virginia Beach Public Works Department is seeking an Operations Engineer that will perform comprehensive reviews of the performance of the three (3) divisions of Operations which include sixteen (16) budget units to ensure employees and supervisors are aware of responsibilities and are effective in performance. Implement improvements to ensure optimum, efficient use of equipment and personnel; oversee group purchasing, budgeting, personnel management and other aspects of administration to provide effective and efficient utilization of available resources; establish policies and procedures for the effective administration of the group and supervision of assigned personnel; and assure that group requirements are identified and programmed and that City departmental and group policies and programs are followed and goals are met.
Prepare and administer infrastructure maintenance and operations contracts that City departmental and group policies and programs are followed and goals are met.
Receive requests for service and information from City Council, Executive Staff, citizens, and take appropriate action within the services provided by Operations.
Prepare and negotiate agreements and contracts with other agencies. Establish criteria and standards for effective operations and maintenance of Public Works infrastructure and equipment; review and approve variances to establish maintenance and operating criteria to assure sound engineering practices are adhered to in unusual circumstances. Coordinate maintenance activities with work of other City departments and other public and private agencies.
Meet with City officials, consultants, developers, contractors, local, state, and federal officials, citizen groups and individuals regarding department and group plans and activities.
Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on then current workloads and department needs. Effectively establish short-and long range goals, objectives, and strategies for Operations with the Director; maintain effective working relationships with City officials, consulting engineers, contractors, local, state and federal agencies, citizen groups and individuals; effectively communicate, verbally and in writing, with the public and other City employees; effectively coordinate in-house or by contract, the planning, design, and construction of infrastructure maintenance; effectively supervise and lead the four divisions within the Operations Group; initiate action in accordance with City and departmental policies and procedures; responsively ensure action taken on requests and/or complaints concerning Public Works Operations; and ensure operating budgets and capital project requests are prepared and submitted accurately and in a timely manner.
Requires any combination of education (above the high school level) and/or experience equivalent to twelve (12) years in fields utilizing the required knowledge, skills, and abilities and associated with such positions as assistant chief engineer, principal engineer, or project engineer. Must be a licensed professional engineer (PE). SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
