Responsible for planning, scheduling, designing, technical review, contract administration, and inspection of reclamation facility and conveyance improvements. Participates in long-range developmental projections as required for budgeting and funding operations. Supervises personnel in a manner consistent with utility policies and procedures.
This position will lead Little Rock Water Reclamation Authority through the final stages of a Consent Administrative Order (CAO) by managing various collection system and facility projects that will mitigate wet weather overflows. Among the notable projects:
Alternative Project Delivery for Improvements at Fourche Creek Water Reclamation Facility
o LRWRA is currently in the preconstruction phase of a $10 million asset renewal effort at the facility. Leadership is being sought to finish the preconstruction phase (design) and initiate the construction by the first of 2019 in one of the first and certainly the largest wastewater Alternative Project Delivery projects in the state of Arkansas.
Construction Administration for the High Rate Filtration project (Parallel Treatment) at Adams Field Water Reclamation Facility
o LRWRA has just commenced construction on one of the most innovative projects for the wastewater industry in the state of Arkansas. Upon the completion the facility will have the have the ability to treat up to 94 MGD of wastewater continuously – a wet weather peak flow – after treating 16 MGD on an average day. The new plant configuration will have high rate filters “paralleling” biological treatment to achieve this new hydraulic capacity. During average dry days, the filters will be used in front of disinfection to enhance that process. Ultimately, the filter system will factor into the anticipated water reuse system under consideration.
Construction Administration for the 36th Street to Mabelvale Pike Outfall
o Completion of this project will be the final piece to a complex of projects that will address nearly one-half of the remaining wet weather overflows for our system. The
$12.2 million, two-mile project through the interior of Little Rock will provide hydraulic relief for the existing infrastructure during rainfall events and convey flow to our Peak Flow Pump Station.
Jamison Road Pump Station Improvements
o The 25-year-old pump station needs renewal and reliability upgrades.
Back-up power study
o LRWRA is looking to reallocate generator assets to “right size” our back up power needs
at plants and pump stations.
Collection System Rehabilitation Projects
o Perhaps the core of our efforts to mitigate wet weather overflows and sustain our infrastructure is the collection system “rehab” projects. The focus of these projects is to reduce infiltration/inflow while addressing critically rated structural deficiencies which could lead to bigger issues.
Concurrent projects with CAO:
o LRWRA produces a commodity which could be developed into a valuable resource for our community. We are leading the state in water reuse effort. State regulatory agencies are meeting with LRWRA to develop a vision and direction for the future of reuse.
Beneficial Use of Biosolids and Biogas
o Again, LRWRA produces a commodity that is of value to our community. Beneficial use of these items need to evaluate and direct the utility
Solar Power at the Adams Field Water Reclamation Facility
o Power costs are the second highest cost for any treatment facility. LRWRA is looking to develop solar power as a means to reduce power costs and create a better value to our ratepayers.
Fats, Oils, and Grease (FOG) Receiving Station
o LRWRA is looking for a better means to dispose of brown grease within the city.
B.S. degree in civil, environmental, or related engineering.
Registered Professional Engineer.
Minimum of 7 years’ experience in design and construction of municipal water/wastewater improvements.
3 years supervisory experience.
Ability to supervise, communicate, motivate, and lead project team members.
Ability to work with consultants and staff on capital improvement plans and facility upgrades while observing regulatory requirements.
Ability to plan, design, and administer collection system and facility improvement projects, especially with regard to hydraulic capacity and wet weather events.
Ability to schedule tasks from various other departments as required to meet deadlines.
Ability to communicate effective both orally and in writing with government agencies, consulting engineers, contractors, and the general public.
Ability to prepare clear, concise reports.
Ability to make presentations to LRW staff, regulatory agencies, city officials, and the public as required.
Ability to document programs and procedures.
Ability to schedule projects and meet deadlines.
Ability to proofread and edit.
Ability to read maps and construction plans.
Ability to obtain and maintain Arkansas driver’s license.
