Purpose of Job
The Principal, Infrastructure, PPP Advisory Window of the Sustainable Infrastructure Advisory (SIA) will be responsible for the delivery of project preparation activities, as an integral part of Sustainable Infrastructure Business Group (SI BG). The Principal PPP Specialist will be responsible for the supervision and inputs related to specific project preparation deliverables for PPPs, including basic business case analysis, feasibility studies, economic appraisal, environmental and social review, other due diligence, and procurement and implementation support activities, and will report to and support the Associate Director, PPP Specialist , as well as the Director of Policy and Project Preparation. The role will, by virtue of her/his experience level, take on responsibility for the projects under the PPP Window, and work closely with SIBG's Operation Leaders, and existing of sector and procurement specialists.
Accountabilities & Responsibilities
Assist with the organisation, including associated TORs, and the signing of new mandates of up to 15 new PPPs and associated procurement processes to mobilise consultants who will work under the unit's direction for the 2015-2017 period.
Supervise the contracted Consultants working under the SIA and ensure timely delivery of project preparation aspects of PPPs.
Developing, negotiating ad establishing suitable legal and financial frameworks for SIA support under the PPP Window.
Delivery of specific project preparation activities:
Project preparation supervision: This task will be multi-faceted, and include close management of the SIA call-off consultants regarding basic business case analysis, feasibility studies, economic appraisal, environmental and social review, other due diligence, and procurement and implementation support activities. The Principal, SIA , PPP Window will ensure that content, quality and timelines are delivered for the Bank's clients and SI BG's banking teams. In this regard, she/he will work closely with both the Sector and Procurement Specialist assigned to each project, as well as each Operation Leader, under overall management by the Associate Director, PPP Window and, as needed, with other SI BG senior Management.
PPP project coordination: The SIA PPP Window will carry out up to 15 PPP project preparation processes over the 2019-2021 period. These will be complex undertakings, and will require certain guidance from the Principal, especially with regard to the conceptualisation of the overall project preparation approach for any given project, its packaging and dimensioning, and task-management to meet the set execution timelines for projects under preparation.
Linkage to policy dialogue: The Principal will also liaise with the SIA's policy specialists, who will typically be involved in any given project's policy reform agenda and/or PPP structuring advice. Especially important is the aspect of timing of policy milestones in relation to a project's preparation and implementation, and in this respect the Principal must consider him/herself part of the Bank's project team alongside the PPP policy expert, other sector specialists, and project economists.
Knowledge, Skills, Experience & Qualifications
Master's degree from a leading university in the country of education (e.g. preferably in economics, engineering, planning or finance). A combination of engineering, policy and/or finance/commercial skills developed in industry, government and/or private consultancy will be an advantage.
A demonstrated track-record of project-based experience in the infrastructure sector (especially roads, rail, municipal utilities, urban transport, social infrastructure, and PPPs).
Relevant banking, commercial/operational, government or consulting experience, gained from a reputable bank, industrial enterprise or advisory/consultancy firm, with a demonstrable track record of successful projects and/or policy initiatives.
A demonstrated track-record of experience managing consultants tasked with preparing projects for the EBRD, other IFI, or public sector in the infrastructure sector.
An aptitude for combining project management and technical expertise with the ability to manage business relationships and sound commercial judgement.
Knowledge and experience of the countries of Eastern / Central Europe, CIS, Turkey and/or the SEMED region (Morocco, Tunisia, Egypt, Jordan and Lebanon) with regard to the infrastructure sector, including policies, sector reforms, customer service standards and regulatory aspects.
Familiarity with the EBRD banking appraisal process of the project loans and financing of external consulting services will be an advantage.
In additional to excellent English skills, an ability to communicate in Russian, Arabic and/or French will be an advantage.
Knowledge of EBRD and international donor organisations, their institutional priorities, policies and procedures.
Computer literate (advanced Excel/PowerPoint, MS Word). Competency in Microsoft Project, and/or other Gannt-based project management software will be valued.
