The Department of Transportation (DOT), Virginia's largest local transportation agency, seeks an experienced and innovative business analyst to lead DOT's implementation of the Capital Project Management Information System (CPMIS) in conjunction with the Department of Public Works and Environmental Services (DPWES), the lead agency on the project. As DOT's project manager, this position will assist the department in modernizing and standardizing business processes supporting both employees and customers. Specific duties include:
Analyzing business needs to develop solution proposals and business cases;
Coordinating between DPWES, the SaaS vendor, internal IT, and business users to define requirements, resolve problems, enhance and maintain the system;
Developing system design specifications, testing plans, and implementation strategies;
Ensuring new system implementations and changes meet business requirements and improve customer satisfaction;
Administering production systems, conducting user training, monitoring system usage, and identifying improvement opportunities to maintain system health; and
Researching and evaluating new technology and developing appropriate recommendations.
MINIMUM QUALIFICATIONS: Any combination of education, experience and training equivalent to possession of a bachelor's degree in business, computer science or a field related to the department where the IT services are being used: plus four years of experience analyzing business processes and/or developing/maintaining the main business system, technical platform or a related system.
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background and credit check to the satisfaction of the employer.
Experience implementing and managing SaaS solutions in an Agile environment;
Experience analyzing and improving business processes and system workflows;
Experience preparing documentation for system development, including user requirements, design specifications, testing plans and implementation strategies;
Demonstrated success leading complex system initiatives and user adoption;
Demonstrated ability to discover, validate, and assess customer needs and architect solutions;
Experience integrating project management systems with enterprise solutions (e.g., ERP, GIS);
Local government experience, including supporting capital project management activities, primarily transportation projects; and
Excellent oral and written communication skills.
