Manage the Computerized Access Control Security (CACS) System including administration and maintenance, the security audit program, security training for our employees and Issuing Officers (IO), the security Breach of Rules (BOR) program and the airport’s challenge program among other responsibilities listed below. This position is one of high trust and is responsible for confidential and sensitive security information. This position requires TSA secret security clearance. Must be able to work occasional overtime hours, weekend and evening hours, and rotating shifts as circumstances may dictate, including response to the airport during security and/or weather emergencies.
* Manage the CACS work order and maintenance contract ensuring compliance with the terms and specifications of the contract specifically related to access control. Ensure proper system administration and component maintenance. Track system outages and repair needs in the terminal and outside guard posts and ensure proper functioning of this critical security system. * Conduct forensic investigations of security incidents utilizing Computerized Access Control Security System (CACS), CCTV, and Perimeter Intrusion Detection System (PIDS) and process findings as indicated * Assist in management of day to day operation of CACS, PIDS, and CCTV under direction of Supervisory Senior Security Coordinator * Audit and process invoices from multiple vendors * Manage the day-to-day operation of the Security Auditing Program. * Manage the day-to-day operation of the Security Training Program. * Manage the security Breach of Rules (BOR) Program. Work closely with PA Airport Operations and the PAPD to effectively manage this program in regards to the ID card and Access Control programs and PA policies. * Manage the airport’s local role in the security awareness program including the challenge program (Bogus Bob/Babs), special promotional education sessions, etc. * Generate and distribute security information in accordance with the PA Information Security Handbook. Perform training and audits of information security for all PA units and contractors working at the airport. * Manage the Lock and Key Program which includes the issuance of security keys/codes, as required. Ensure procedures of program comply with TSA regulations and PA policies. * In the absence of the primary Airport Security Coordinator (ASC), this position serves as the alternate ASC. * Assist in airport emergency assignments including snow. Position may require rotating shifts and on call evening and weekend work. * Manage and/or assist in implementation of new or enhanced security systems and/or projects/programs. * Participate on security industry working groups involving research and report writing, airport credentialing process and implementation of TSA Security Directives. Participate and/or lead PA security meetings. * Develop and maintain collaborative relationships with the TSA, Transportation Security Clearinghouse, Customs and Border Patrol (CBP), Port Authority Police Department (PAPD), other federal agencies, airport community and other PA departments for efficient and effective security operations. * Review/maintain/develop Operational Performance Reports, Metrics, Standard Operating Procedures (SOPs) for those programs under this position’s responsibility. * Lead meetings with Issuing Officers on security related issues. * Assist the PAPD, the Office of Inspector General (OIG) and other law enforcement agencies in special security investigations. * Coordinate with other PA airports to ensure compliance consistency in regulations. * In the absence of the new requested Contract and Regulatory Enforcement Compliance Supervisor, may assist in the management of uniformed, unarmed guard service contract, CCTV and PIDS maintenance. * Assist in strategic planning on all matters involving the Airport Security Program (ASP). Coordinate with staff to provide input and feedback with regard to PA policies and future airport initiatives.
JOB REQUIREMENTS: Candidates must present the following qualifications to be considered eligible for this position: * Bachelor’s degree from an accredited college or university in Business Administration, Aviation Management or other related field. * Familiarity with contract administration and monitoring of contractor performance * Must be able to obtain TSA secret security clearance after hiring. Note: The successful candidate must be able to pass a criminal history records check, as mandated by 49 CFR 1542, and meet all requirements necessary to obtain and maintain a Security Identification Display Area (SIDA) Card and airfield driving privileges. Ideal candidates will present the following profile: Three years of contract administration and monitoring of contractor performance. * Three or more years of aviation security experience at the supervisory level or equivalent to the level of responsibilities as described at a commercial service airport. * Knowledge of and/or familiarity with Transportation Security Administration Security Regulations 49 CFR 1540, 1542, and 1544. * Knowledge of and/or familiarity with Air Terminal Rules and Regulations, especially with regard to security. * Knowledge of and/or familiarity with Port Authority Airport Security ID Card Program, audit program, and security standard operating procedures. * Knowledge of and/or ability to learn Port Authority and Aviation operating policies and procedures including those related to contract administration, budgeting, staffing, and contract development. * Demonstrated ability to work in a fast-paced environment. * Demonstrated ability to identify problems and develop long-term solutions. * Demonstrated ability to multi-task while providing outstanding customer service. * Ability to effectively interact with internal and external management and governmental agencies. * Strong, proven, oral and written communication and presentation skills. * Proficiency with Microsoft Office software programs, specifically, Excel, Outlook, Word and Power Point. * Excellent analytical skills * Knowledge of Title 14 CFR Part 139, pertaining to airport safety, certification and operations * Demonstrated knowledge and experience with various computerized systems. * Demonstrated knowledge and experience with PA SAP billing and payment system. * Demonstrated knowledge of the PA's Memorandum of Justification (MJ) and Board of Commissioners authorization process.
