About the position: The City of Portland is seeking a City Traffic Engineer to help implement the City's progressive multi-modal transportation policies. This position supports the Portland Bureau of Transportation's efforts to create safe and livable streets while being a leader in innovation. Reporting directly to the City Engineer, The City Traffic Engineer is a key manager position serving as the leader of traffic engineering.
This position provides high level leadership and oversight regarding all matters and decisions related to traffic operations and safety. They are an integral part of the Engineering Team and provide management to 2 Supervising Engineers and 1 Engineering Manager within the Traffic Design, Traffic Operations, Signals and Street Lighting, Intelligent Transportation System and Electrical Maintenance sections and 80 staff overall.
Duties include but are not limited to:
Meet regularly with section managers to review program operations and monitor progress against planned accomplishments.
Develop or review and approve new practices, guidelines, directives, and policies
Integrate and coordinate the work of the division to most efficiently use available resources.
Review workload indicators and performance measures to ensure adequate staffing and timely service. Report on outcomes and develop actions to mitigate performance deficiencies.
Collaborate with other senior managers to coordinate service delivery and plan for changes in technology related to traffic infrastructure, operations and maintenance
Present and coordinate traffic related issues with groups outside of the City including: Multnomah County, FHWA, ODOT, TriMet and others.
Provide Leadership and planning to coordinate work, resolve problems and work with staff to set goals, and priorities to meet the bureau's goals
Present information to both technical and non-technical audiences
Direct division and section managers in the development of division/section budget requirements
Recommend cut or add packages for balancing resources and services as needed
Provides leadership and works with supervisors to develop and retain highly competent, service oriented staff through selection, training and day-to-day management practices that support the bureau's mission.
Identify constituent issues with high political sensitivity. Direct the investigation of these issues, inform leadership of the potential risks, and guide staff to develop messages and actions to respond.dentify constituent issues with high political sensitivity.
Support the City Attorney in defending tort claims and lawsuits against PBOT related to traffic operations and safety.
An ideal candidate will have strong verbal and written communication skills, strong management experience, the ability to provide high level direction and oversight to complex engineering questions and concerns and present complex technical information to non-technical individuals.
