This position will serve as a Division Head over Engineering and Project Management programs in the Public Works Department.
JOB SUMMARY AND ESSENTIAL JOB FUNCTIONS
This posting is located in the Engineering Division of the Public Works Department with the City of Oklahoma City and is under the direction of a Department Head. The primary purpose of this position is to manage and direct the work of an engineering division. This includes responsibility for supervising the work activities of a professional, technical, and clerical staff. The employee also represents the department on various boards and committees and in meetings with outside agencies. Job duties require the use of previously acquired technical knowledge and skills. Essential job functions include: developing divisional goals and objectives; participating in and overseeing the development of plans and specifications for public-works engineering projects; ensuring that engineering projects comply with plans and specifications; providing technical expertise to solve complex engineering problems; and serving as a technical engineering advisor concerning public-works issues on behalf of the department, various boards and commissions, and the City Council. The employee provides technical expertise to intermediate supervisors in diverse work units, assigning projects or functions and improving methods and procedures. The employee has frequent contact with City officials, Departmental engineering staff, engineering consultants, architects, contractors, developers, and the public to exchange administrative and technical information on public-works engineering matters. Work is reviewed periodically through staff reports, conferences, and visual observations by the Department Head for administrative effectiveness and adherence to policies, directives, and instructions
Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard and Reserve Forces who are not currently employed full-time by the City of Oklahoma City shall receive five (5) points added to the passing score on an initial selection process. Qualified applicants must upload a copy of their DD Form 214 or NGB Form 22 indicating discharge type/character of service at the time of application.
Knowledge of and skill in applying administrative and managerial concepts and principles.
Knowledge of and skill in interpreting or explaining the rules, laws, and regulations governing the field of civil engineering.
Skill in supervising the planning, development, and construction of public-works engineering projects.
Skill in responding to complex, technical engineering questions and problems.
Skill in supervising the work of professional, technical, administrative, and clerical staff.
Skill in verbal and written communication.
Skill in ensuring that engineering projects and plans comply with all applicable guidelines and regulations.
Ability to develop long-range plans and evaluate work accomplishments.
Ability and willingness to establish and maintain effective working relationships.
Willingness to assume responsibility for work performed within the division.
Possession of a Professional Engineer's License (Oklahoma).
Possession of a valid driver license (Operator).
Ten (10) years civil engineering experience.
Ten (10) years supervisory experience.
Additional Salary Information: NOTE: The normal starting salary for this position is $84,396.96/annually. A higher salary may be considered, dependent on the qualifications and experience of the selected applicant and/or the City's step placement policy.
