This position assists the Equal Opportunity Director in promoting and enforcing equal opportunities for city employees and the public through education, community engagement, and enforcement and compliance programs and policies as set forth by the City Manager, Mayor and City Council.? For the current vacancy, the incumbent will supervise nine staff administering the Compliance and Enforcement Division. The Division is responsible for processing discrimination investigations regarding employment, fair housing, public relations and other equal opportunity practices. This position will also be responsible for managing Community Development Block Grant and US Department of Housing and Urban Development grant funds. The position has oversight responsibility for managing the citywide ADA program.
The position’s responsibilities include supervision of staff in:
Responding to regional and citywide questions to provide interpretations of civil rights and other regulations;
Enforcing and assuring regional and citywide compliance with local, state, and federal civil rghts laws and regulations;
Establishing and monitoring contract goals for the department and/or subrecipient agencies within the region;
Ensuring regional ADA and Title VI complaints are logged, processed and investigated in accordance with federal standards;
Developing a process for investigating complaints and monitoring corrective action plans for compliance;
Conducting investigations and making recommendations regarding discrimination complaints;
Conducting complex quality assurance audits to ascertain compliance with civil rights laws and regulations;
Working cooperatively with other City employees, private organizations, non-profit organizations and regulatory agencies to facilitate project implementation and completion;
Analyzing problems related to employment in City government, housing, and transit service and working with City departments, regional subrecipients and transit providers to ensure the elimination of artificial barriers to protected groups;
Conducting training, selecting speakers, and developing program content for workshops, seminars, and training sessions relating to various equal opportunity issues;
Incumbents serve as acting Director in the Equal Opportunity Director's absence.? Supervision is exercised over professional and administrative staff, and work is performed with considerable independence, initiative, and latitude for the exercise of professional judgment.? The Deputy will be responsible for ensuring the division and department expenses are below established budget.

Up to $123,677 annually. Salary commensurate with experience and qualifications. The City contributes 8.5% of salary into 457/401(a) plans with no matching required. $3,360/annual car allowance and $1,440/annual cell phone allowance.

PREFERRED QUALIFICATIONS – The minimum qualifications listed above, plus:
Experience supervising professional-level staff
Experience with public speaking, coordinating public forums, stakeholder meetings, and conducting outreach efforts for complex programs.
SBE/DBE/ACDBE certification and goals compliance experience is desirable
