GENERAL SUMMARY: Leads the Design and Construction Services Procurement Division responsible for providing on-time and under-budget procurement of professional engineering and architect design, planning and other related services, construction services, and related materials and services supporting all DART programs. Responsibilities include leading a team of approximately 20 managers and contracting professionals. The position will support the Departments Vision in terms of 5 Star Customer Service, agency goals, continuous improvement, sustainability, innovative application of public procurement best practices, and transformation of procurement technology. Core values include responsibility, ethics and integrity, transparency, compliance with laws and regulations, diversity and inclusion. Expected to deliver world-class strategic and tactical procurement services and continuous staff development, focusing on customer service as the key business driver for all of DART business units. Responsible for optimizing asset utilization, minimizing costs, and maximizing operating efficiencies. Position requires an executive with outstanding functional competence as well as proven ability to operate in a multiple business unit environment.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Provide an effective, efficient, and socially responsible end-to-end procurement for all of the Agency business units.
Collaborate and consult with Growth and Regional Development, Planning, Rail Program, TRE, Operations and other departments to source, procure, and manage contracts for professional services and construction and related supplies and services.
Recruit, hire, develop, and lead a staff of leaders and procurement professionals.
Support and promote DART programs for inclusion and diversity through the development of opportunities for small businesses and Minority and Women Owned Business Enterprises.
Support and promote compliance with applicable public procurement laws and regulations.
Develop and implement procurement planning initiatives, driving accurate results of total delivered costs throughout the agency in alignment with Agency objectives, while adhering to financial and operational budgets.
Provide 5 Star Customer Service with cost effective and efficient procurement and contract administration.
Identify the potential opportunities for cost saving with every contract.
Consistently improving customer service levels
Improve competition by seeking and developing new sources, improving procurement processes and making DART opportunities more attractive for the business community.
Develop a highly capable, dedicated team of professionals at all levels within the Procurement department.
Performs other related duties as assigned.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED: Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
Bachelors degree from an accredited college or university in Business Administration, Public Administration, Finance or related field.
Twelve (12) years of experience in the procurement of professional engineering and architect design services and construction services with transit agency, government, or leading-edge construction, design, or transportation companies, to include six (6) years in supervising a professional staff.
Professional certification from NCMA, NIGP, ISM, DBIA or other accredited association preferred.
Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
Knowledge of budget development/analysis, and operational cost factors.
Proficiency of PC software applications to include Microsoft Office or other related software applications.
Analytical and creative skills to find solutions to complex interpersonal, technical and administrative problems.
Ability to negotiate large and complex design and construction contracts.
Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. REPORTING RELATIONSHIP: Reports to VP Procurement *
WORKING CONDITIONS: Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
