Essential Functions - General Reviews Divisional policies and procedures as needed and makes recommendations for revisions as appropriate; directs and supervises staff in revising and updating standards.
Conducts on-site inspections as required to determine and ensure compliance with all approved construction drawings, quantities, invoices, specifications, and applicable codes, ordinances, specifications, and regulations when required; makes administrative decisions requiring the interpretation and application of codes to specific field conditions.
Preparation of preliminary engineering project cost estimates and monitoring of construction project account funding. Effectively analyzes unforeseen conditions, conflicts, situations, and construction problems and determines acceptable solutions and actions to be implemented to resolve such situations. Coordinate and maintain City project coordination meetings with various City divisions and departments and associated staff to provide assistance and direction towards the successful completion of all Capital Improvement Program projects.
Effectively plan, organize, schedule and prioritize work assignments and tasks for various Division personnel.
Reviews and revises reports, presentations, and other engineering documentation for a non-technical audience to ensure that issues are effectively documented and described. Meets with various City, State, and Federal officials, private business, neighborhood organizations, the public, and other interested parties to coordinate their input into engineering projects and resolve any conflicts that may exist.
Develop, establish, and update design criteria, standard construction drawings, construction specifications and policies and make improvements to standardize bid and contract documents.
Provides regular updates and project status to the Director of Engineering through meetings, project schedules, and budget status reporting.
Performs short range planning of design and project management tasks to long range planning of major engineering projects.
Supervises Engineering staff in the area of workforce management; effectively investigates issues that are in conflict with the City standards and Core Values; uses facilitation and mediation techniques in providing conflict management with employees, residents, and external parties.
Assesses the need for consultant services and recommends accordingly; represents the City's interests in overseeing and evaluating consultant recommendations.
Represents the engineering function on Citywide projects or initiatives where engineering considerations are an important aspect of project feasibility, design, and completion and personal technical expertise will be of significant benefit to the project team.
Serves as the Acting Director of Engineering in his or her absence. Prepares and presents reports to City Administration Leadership, City Council, and Planning/Zoning Boards and Commissions.

Essential Functions – Design & Construction Coordinates and communicates with design consultants, City staff, public, and other government agencies on the planning, design, and construction of Capital Improvement Program projects pertaining to infrastructure installation, reconstruction, and maintenance. Prepares the construction bid documents and supervises the management of the project during construction.
Effectively utilizes project management techniques to deliver design and construction projects on time and within budget.
Provides engineering expertise and analysis and manages the consulting engineering firms engaged in complex public works projects, street maintenance, and sidewalk programs.
Effectively conducts appropriate construction contract administration and documentation, construction management and inspection practices, methods and procedures including materials testing and documentation and critical path method scheduling, and project close-out for all Capital Improvement Program projects.
Coordinates Capital Improvement Program projects with utility and private community development (residential and commercial) planning, design, and construction activities with other Division engineers on a routine basis; oversees review of right-of-way permits, conditional, and final Engineering building permits within the City.

Essential Functions - Utilities Plans, directs, coordinates, and manages the activities of the public water distribution and sanitary sewer collection systems, including the Water Service and Sewer Service Agreements between the City of Dublin and City of Columbus, and the stormwater management and conveyance systems.
Coordinates and communicates with design consultants, staff in other City departments, the City of Columbus, public, and appropriate County, State and Federal government agencies on the planning, design, construction and maintenance of the public water distribution, sanitary sewer collection, and stormwater management and conveyance systems.
Establishes standards, plans, schedules, and procedures for expanding, operating, and maintaining the City's Public Utility Infrastructure.
Appraises adequacy of facilities and develops plans and priorities for modification and extensions; evaluates soundness and efficiency of operations; supervises the installation of improvements; and develops work programs and budgetary estimates.
Ensures all regulatory reports and deadlines are adhered to and activities comply with regulating entities’ rules and regulations for all departments; immediately notifies the Director of Engineering of any known regulatory violations, inspections, notices, investigations or enforcement activities.
Oversees complex and multifunctional studies involving engineering and other City staff; conducts complex feasibility studies including reviewing research results, developing options, making recommendations, estimating impact, and the like.
Ensures the routine inspection (CCTV) and maintenance of the public water distribution and sanitary sewer collection systems is completed utilizing maintenance worker staff and/or consultants in support of the City’s Infrastructure Asset Management program. |
