The City’s Project Management Office (PMO) is part of the Information Technology Services (ITS) Department, and provides business analysis services for Enterprise Information Technology projects. A Lead Business Systems Analyst position is a senior level role with the opportunity to be a part of a Project Management Office within the ITS Department. This is a key position for demonstrating: leadership; complex analysis; problem solving; and, the ability to collaborate and provide high customer service skills to the many City departments. Key Duties: - Prepare executive level business case documents, briefings, summaries to convey business impact, risk mitigation, and options;
- Perform market, industry, and peer assessments;
- Facilitate and capture the voice and outcomes of the customer to drive business process documentation, including user stories, workflows, functional requirements, needs assessments;
- Discover, translate, and simplify complex business requirements working with business and technical teams to deliver solutions;
- Prepare SOW, RFI, RFP, etc. language;
- Provide project support (e.g., scope management, acceptance, installation, training, and deployment);
- Design, administer, and document testing methodology.
- Perform project quality assurance;
- Contribute to the maturity of a Business Analysis Center of Excellence.

SALARY $65,083 - $98,862 annually. Candidates may be hired above the minimum depending upon qualifications. - Bachelor's degree in Business/Public Administration, Information Technology, or a related field.
- An equivalent combination of related experience and education may be considered.

PREFERRED QUALIFICATIONS – The minimum qualifications listed above, plus: - Master's degree in Project Management, Business Administration, Information Technology, or related field.
- Five years experience as a Business Analyst inclusive of functional design and application delivery.
- Business analyst certifications (i.e. PMI-PBA, IIBA-CCBA, IIBA-CBAP, or related certifications).
- Experience in quality assurance and managing multiple projects; including, Enterprise size projects (large scope, multi million, multi year, large team).
- Experience with Lean/Agile development processes and project management awareness.
- Experience in business analysis workshop facilitation and executive level briefings.
