Salary: Starting salary range $156,923 to $180,000 Annually, commensurate with qualifications

In this high-profile role, you will be directing and coordinating the daily activities of the operational components of the E&PW Department, as assigned by the County Engineer. Direct Operations and Division Directors in the daily management of Department operations. Act on behalf of the County Engineer in their absence, or as delegated.
Coordinates the internal activities of a 465+ employee department with six divisions, and external activities with other County departments, public and private organizations. The Department provides services in the following major areas:
Road and Bridge – With 190 staff, this division maintains 3,800 lane miles of County-owned road and nine (9) bascule bridges. Maintained areas include ditches, sidewalks, pathways and guardrails
Traffic Division – Responsible for maintaining 1,200 traffic signals and runs a state-of-art traffic management center. Provides input to major road construction projects, land development and transportation planning
Roadway Production – Administers, coordinates, schedules and monitors the design, right-of-way acquisition, preparation of contract documents, bidding and construction of the County’s $400M annual capital road building program
Construction Coordination – Administers and coordinates the construction of all County projects for thoroughfare roads, bridges, minor street improvements
Land Development – Reviews construction plans and plats of commercial/residential subdivisions proposed for conformance to code. Reviews and approves work performed in County rights-of-way
Streetscape Section – Provides median beautification, installs and maintains median enhancements
Operating budget of $60M and Capital budget of $400M. Your responsibilities will include:
Assisting in directing, overseeing and coordinating the daily management of operations as well as activities of the department and its divisions internally, and with those of other County departments, public, and private organizations
Preparing and issuing counseling forms/disciplinary actions; handling employee complaints and grievances; recommending the hiring, firing and promotion of staff
Developing departmental goals, long-range planning, policies & procedures, programs and related eKPIs
Conducting and attending meetings and conferences to discuss problems, policy changes, and related matters
Reviewing existing departmental organizational processes, procedures, problems, operations, and making recommendations on implementing changes
Assisting the County Engineer in responding to County Commissioners, Administrators, employees, developers, contractors, consultants, customers, citizen groups and others regarding developmental policies, procedures, problems, complaints, and issues
Representing the Department on CCNA final selection committees
Presenting to/interfacing with the BCC, County Administration, developers, legal advisors, and individual members of the public
Ensuring component adherence to program timelines and guidelines
Reviewing BCC agenda items for completeness before sending to County Engineer for approval
Be a leader of a high performing and progressive local government public works team that includes more than 35 engineers, 5 Ph.D., and 5 certified Professional Traffic Operations Engineers (PTOE). The new Deputy County Engineer will assist with the ongoing implementation of the Department’s Strategic Plan, assist with various initiatives to implement new management approaches, and work with technology changes in transportation relating to autonomous vehicles.
Help lead the efforts to develop and implement a strategic and vigorous employee training and coaching program to continually improve employee skills, performance, and represent the Department mission, vision, and values at BCC, advisory board and other public meetings.
MINIMUM REQUIREMENTS: BA/BS in Civil Engineering and eight (8) years of technical experience in engineering and public works, including four (4) years of related managerial experience. Necessary Special Requirement: Registration as a Professional Engineer (P.E.) in the State of Florida or ability to obtain State of Florida registration within 12 months of hire. Related graduate degree(s), public sector experience, and experience managing a staff of 100+ employees in diverse functional areas highly preferred.
