This position is responsible for providing program oversight and provide management of the Department’s capital improvement and construction programming, planning, design and construction project services to support the Virginia Department of Wildlife Resources agency mission, vision and values to deliver products that meet or exceeds the expectations of customers, constituents, and agency staff.
To supervise, manage and direct various administrative, budgetary, planning, scheduling and technical activities related to multiple statewide capital improvements, architectural and engineering, and other construction projects and the staff performing these related functions. To ensure projects are properly coordinated, authorized, completed and in compliance with all applicable agency, state, and federal policies, standards or requirements. To provide technical leadership and support to project managers or others in order to accomplish project objectives. Extensive years of project management, budget management, and construction project experience, including permitting processes and experience related to the duties of the position. Considerable knowledge of capital outlay and improvement process, engineering, design, construction practices, construction and professional services procurement, contract management and applicable design standards and requirements. Management and supervisory skills to develop and maintain an effective team. Ability to make independent decisions based on operational and fiscal components of a project. Ability to manage complex projects, communicate effectively, understand and apply legal requirements. Ability to engage with a diverse workforce. Ability to manage a diverse workforce.
Good verbal and written communication skills are required. High School Diploma, GED, or equivalent. Virginia Professional Engineer (PE) designation from the Virginia Department of Professional Regulation (DPOR) required.
Must have or be able to obtain Virginia Construction Contracting Officer (VCCO) training within 18 months of date of hire.
