Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We have four (4) Development Manager positions available; each supporting a different portfolio. Your resume will be reviewed in conjunction with each department, and allocated to the right individual.
Overall – The Development Manager is responsible for the implementation of objectives for the Transit Oriented Development (TOD) Program, primarily by managing commercial transactions in the TOD Program, as directed by the Director, Development.
What will I be doing?
Manages deal structuring and represents Metrolinx interests in the negotiation of large, complex and high value real estate transactions as part of the TOD Program.
Provide analysis of opportunities and where appropriate negotiate with senior executives of private sector corporations, land developers, government organizations and communities.
Act as primary or secondary transaction lead; co-owns developer partner relationship from end-to-end while managing real estate negotiations on behalf of Metrolinx.
Manages financial valuations, including pro forma development, to determine the feasibility of select sites and third party proposals
Manages coordination of external advisors retained for TOD tasks/deliverables.
Represents Metrolinx to the real estate/development industry and initiates/responds to development opportunities by managing relationships with government officials, industry leaders and communities.
Supports the Director, Development in providing subject matter expertise to Metrolinx executives and management, by providing advice and influencing corporate decision making.
Manages relationships with Metrolinx Business units, other government agencies and provincial ministries to foster collaboration and ensure the implementation of the Development Business Unit function’s mandate in accordance with Metrolinx’s TOC Program Goals and Objectives.
Works closely with Strategic Communications when informing internal Metrolinx clients and external stakeholders and the public about TOC Program strategies, negotiations and projects.
Supports annual and long-term budgets and staffing plans that adhere to corporate standards and applicable legislation.
Provides creative thought leadership with input from others to develop and deploy a strategic vision; connects and aligns projects with strategic corporate goals.
Manages and provides direction to project teams, including responsibilities and expectations.

What skills & qualifications do I need?
Completion of a degree in Real Estate, Business, Engineering, Urban and Regional Planning, Urban Design, Land Economics, Land Development, Architecture or a related discipline or a combination of education, training and Experience deemed equivalent. A Master of planning, real estate or related discipline is considered an asset.
Minimum eight (8) years overall experience in project management and planning/urban design with a real estate/development focus
Knowledge of/expertise in large scale transit oriented land development
Participation in industry associations and an established network of contacts within the land development community is an asset
Ability to interpret engineering drawings, reference plans, and familiarity with GIS programs.
Ability to interpret and adhere to relevant rules, policies, procedures and legal requirements
Ability to demonstrate tact, diplomacy and problem solving when negotiating contracts for development or redevelopment of properties
Relationship building with senior level stakeholders in private sector corporations, land development organizations, government organizations and communities
Experience evaluating third party development proposals
Knowledge of Human Resources legislation (e.g. Employment Standards Act) and experience working with collective agreements
