The Public Service Commission of the District of Columbia (Commission), a leading utility regulatory agency, is looking for a talented Senior Environmental Economist with significant regulatory or utility experience, who can make a professional difference in the Nation’s Capital.  The Commission oversees regulated utility and competitive companies that provide electricity, natural gas, and telecommunication services to District of Columbia ratepayers.  As a Senior Environmental Economist, you will be involved in a challenging variety of utility regulatory projects.  You will examine and analyze the electric and gas utilities’ climate policy plans and targets, including reductions in Greenhouse Gas (GHG) emission, energy efficiency objectives, and other demand-side management programs. This position is in the Commission’s new Office of Climate Action, which is part of the Office of Technical and Regulatory Analysis (OTRA).

This senior economist will review, and analyze documents filed in formal proceedings, including testimony, briefs, Commission orders, motions, notices, and report to the Commission via technical memorandum.  The Senior Environmental Economist is expected to perform independent research in the development and drafting of GHG reduction policies, regulations, guidelines, and procedures, and will be actively involved in a variety of clean energy/climate plan stakeholder working groups.  The incumbent will serve as a project manager and periodically serve as assistant case manager or case manager as required.  As an expert on environmental economics, the incumbent will represent the Commission in utility industry working groups and technical conferences.  The incumbent will confer with utility industry executives, staff members of other commissions, federal and District agency members, and research institutions to stay abreast of industry issues.

The Commission is currently deploying a hybrid telework schedule, which includes three days per week of teleworking, and two days each week in our 13^th and G Street offices. Graduation from an accredited college or university with a bachelor’s degree in economics or related areas is required. A graduate degree in a relevant  discipline is highly preferred.

The Public Service Commission of the District of Columbia was established by Congress in 1913 as an independent District government agency to regulate the electric, natural gas and telephone companies serving the city. As an independent, quasi-judicial agency in the District government, the DCPSC functions like a court and the Commissioners fill the role of judges. All staff involved in formal cases are advisors to the Commissioners. This includes the Commissioners’ staff, the Office of the General Counsel (OGC), the Office of the Executive Director, the Office of Technical and Regulatory Analysis (OTRA) and, in some cases, the Office of Consumer Services (OCS).
