About the Position
This position conducts needs assessments for street improvements including street design, street lighting, signal timing phasing adjustments and railroad crossing improvement.
Services to be provided include designing multi-modal transportation infrastructure operations, performing quantitative analysis and needs assessments for street improvements, and assists with grant applications.
The Traffic Engineer II classification is distinguished from the Traffic Engineer I classification by the increased complexity and diversity of engineering plans and reports developed by individuals in the classification.

Job Duties & Responsibilities I:
Designs and develops roadway improvement plans, intersection concept drawings, and traffic control plans in compliance with engineering design standards and the Manual of Uniform Traffic Control Devices (MUTCD) standards
Develops project costs and material estimates for Public Works activities; analyzes and implements traffic signal optimization and street lighting improvement projects
Conducts needs assessments for street improvements; coordinates utility location, easement, and construction activities and determines project right-of-way and property acquisition needs and requirements
Prepares reports of engineering and construction plans containing engineering guidelines and standards
Recommends approval of consulting engineering designs, plans, and specifications
Conducts feasibility reports/studies and field reviews of current and proposed projects; recommends design features and modifications; prepares preliminary project costs
Prepares specifications and requests for proposals
Develops and monitors funding applications and contracts for projects eligible for state grants
Responds to citizen inquiries
Develops and delivers presentations, attends meetings, conferences, and workshops
Performs related work as required
II:
Recommends and directs the development of consulting engineering designs, plans, and administers traffic engineering contracts
Conducts needs assessments for street improvements; determines design concepts and develops improvement design plans in compliance with engineering design standards and the Manual of Uniform Traffic Control Devices (MUTCD) standards
Coordinates utility location, easement, and construction activities and determines project right-of-way and property acquisition needs and requirements
Performs street design, street lighting design, and signal timing phasing adjustments
Manages and monitors traffic safety programs
Reviews private development engineering designs
Manages the preparation of special studies
Develops contracts, agreements, resolutions, ordinances, and drafts legislation for traffic related projects and programs
Plans, prepares and monitors budgetary activities; develops and monitors funding applications and contracts for projects eligible for state or federal grants
Plans, prepares, and monitors capital improvement requests and projects
Responds to citizen inquiries
Develops and delivers presentations, attends meetings, conferences, and workshops
Performs related work as required
Required Education and Experience I:
Graduation from an accredited college or university with a Bachelor’s Degree in Civil Engineering or related field and
Five (5) to seven (7) years’ experience or
An equivalent combination of education and/or experience
Excellent written, verbal and interpersonal communication skills
Proficiency with Microsoft Office
Ability to work collaboratively with a diverse population
II:
Bachelor's Degree in Civil Engineering and
Seven to nine years of experience with traffic project engineering design and traffic signal software. Experience optimizing traffic signals with signal optimization software or
An equivalent combination of education and/or experience
Excellent written, verbal and interpersonal communication skills
Proficiency with Microsoft Office
Ability to work collaboratively with a diverse population
Required Licenses or Certifications
Licensure as a Professional Engineer issued by the State of Iowa or if issued by another state, the ability to obtain within six months.
Desired Qualifications
Experience preparing and reviewing street lighting plans pursuant to nationally accepted lighting standards
Experience analyzing traffic conditions and recommending improvements based on nationally accepted traffic engineering standards
