This position is responsible for managing Resiliency Project implementation efforts – inclusive of grant funded projects – and overseeing ongoing and future contracts and multiple major projects. The projects are being implemented with the goal of reducing the risks of flooding, sea level rise and other climate impacts on water resources and increasing community and ecosystem resiliency in South Florida.
Projects include large scale multi-jurisdictional design and construction. Incumbent will oversee contracts and execute the project delivery process by managing and coordinating a variety of projects and teams – and working in close coordination with the Budget, Engineering and Construction and Real Estate teams, including high-profile/high priority projects which support one or more of SFWMD's strategic plan goals and Office of District Resiliency objectives.
Incumbent will support the overall project goals and implementation strategies based on attainable deliverables, best utilization of technical and financial resources and eliminating redundancies and non-value-added work efforts; and to maintain current process maps in MS Teams and other forms of workflow documentation required for the team's mission. The incumbent will present analysis, recommendations and status information to the Chief of District Resiliency and District Management Teams, as needed. Work collaboratively with internal and external stakeholders, proactively engaging with them and addressing review comments and suggestions, and to respond, explain, and defend discipline related projects and initiatives to Federal, state, local and tribal government agencies, and venues, and may represent the SFWMD at seminars, conferences, and task forces.
Must be highly organized and a great team player, and demonstrate knowledge of South Florida’s water management resiliency issues; excellent analytical, problem-solving, and effective project management skills; hands-on and results driven ability; and capacity to manage multiple, high priority/complex projects leading diverse in-house and external contractors and project management teams with representatives from multiple agencies, under tight deadlines, and align the scope, schedule and budget with the District’s strategic mission and the Office of District Resiliency’s priorities. Management of multiple, eventually unrelated projects simultaneously must ensure multi-discipline projects are implemented as one cohesive process.
Must demonstrate excellent verbal and written communication skills in sharing complex and sensitive technical information with internal and external stakeholders; and capacity to apply a global perspective for the comprehensive and consistent application of teams and project management concepts and methods to: a) influence decision-making and resolve conflict among stakeholders (internal and external); b) effectively develops and monitor project budget; c) identify and measure critical success factors, ensuring technical consistency; d) identify team members that are technically proficient to represent the various disciplines needed to implement the project; and e) effectively manage the expectations of project sponsors. Project Management concepts and methods incorporate scope, time, cost, quality, human resources, communication, risk, procurement, and integration management skills. Incumbent will Interface with project controls team to assure understanding and compliance with SFWMD project management methodology; and actively assist in training, mentoring, and driving project and program management improvement.
Project related efforts include overall meeting scheduling, attendance tracking and expedited summary notes in support of overall team engagement and communication; identification and evaluation of alternative plans in coordination with the project teams; development of statements of work / memorandums of understanding in support of real estate acquisition, design and construction; contract procurement and administration; technical review of multiple joint Office of District Resiliency’s and Engineering and Construction Division’s project deliverables; report, documentation and presentation of main project findings and accomplishments; support to research, conceptual design formulation and development of grant proposals and other project related funding requests needs; application of innovative, creative, and strategic considerations in the delivery of projects; feedback to ongoing and future staff augmentation on project management and effectiveness and providing input on their performance plans and evaluations; and understanding of overall Office of District Resiliency Strategy to ensure that resiliency objectives are incorporated into all project phases.

Employment Guidelines:
Resiliency Project Manager: Bachelor's Degree in a related discipline and a relevant specialty license or a Master's Degree in a related discipline and 11+ years’ experience. Prior experience is a blend of project management and business/line department roles (i.e., Science, Engineering, IT, etc.), including grant applications.
Project Manager Lead: Bachelor’s Degree in a related discipline and a relevant specialty license or a Master’s Degree in a related discipline and 6+ years’ experience. Prior experience is a blend of project management and business/line department roles (i.e., Science, Engineering, IT, etc.), including grant applications.
Examples of disciplines for education and experience requirements include engineering, environmental science, planning, and other water-related fields. Knowledge of South Florida Resiliency issues and ongoing planning efforts is desirable. Experience in either resiliency planning, water and climate monitoring, flood risk management, flood risk vulnerability analysis and adaptation planning, water supply planning, grants, project, and contract management is preferred.
Licenses / Certifications: Valid State of Florida Driver's License required.
Project Management Professional (PMP) preferred. Examples of relevant specialty licenses include State of Florida Professional Engineer (PE), Professional Geologist (PG), Certified Planner (AICP), Certified Floodplain Manager (CFM), and Envision Sustainability Professional (ENV SP).
Physical Requirements / Working Environment: Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
