Job Summary: This is advanced, independent engineering work reviewing more complex permit applications, issuing SSL authorizations, and conducting compliance activities; or performing engineering analysis of projects. This incumbent in this position may also testify as an expert witness.
Job duties include:
- Reviews the engineering portion of the larger and/or more complex Environmental Resource Permits (ERPs) and Sovereign Submerged Lands (SSL). Provides assistance as needed in the review of Consumptive Use Permits (CUPs). Responsibilities include review of construction plans/drawings, calculations, data, legal documents, and hydrologic modeling to determine if projects meet District criteria for water quality and flood protection; preparing technical staff reports and letters; conducting pre-application meetings to assist consultants in developing and completing their application through the design review process; coordinating the review of projects with other review team members and supervisors, as necessary; documenting project actions, activities, and pertinent information in e-Reg; communicating regularly with supervisor on projects of heightened concern.
- Proactively identifies and facilitates the implementation of adopted process improvements, program efficiencies, and consistency measures at an individual, team, and program level. Serves as a subject matter expert to support staff within the Bureau. Coordinates and reviews the work of junior staff and performs additional leadership tasks as delegated by their supervisor. Testifies as an expert witness in administrative hearings as needed; participates in public outreach including the promotion of the District’s e-permitting program and pre-application meetings; attends professional training sessions, seminars or workshops.
- Reviews the engineering portion of the larger and/or more complex compliance and enforcement projects, to evaluate conformance with District rules and issued permits. Responsibilities include conducting periodic site inspections; evaluating compliance submittals; responding to complaints and public information requests pertaining to rule violations; facilitating resolutions to non-compliance issues; writing technical reports and enforcement actions, including consent orders; documenting compliance actions, activities, and pertinent information in e-Reg; communicating regularly with the Division leadership team.
Minimum Qualifications:
A bachelor's degree from an accredited college or university in environmental, civil, hydraulic, agricultural or water resource engineering and six years engineering experience directly related to the field in which the position is assigned; or registration by the State of Florida as a professional engineer.
